Hello,
What must this plugin do :
1. create categories with description 2. create subcategories with description
How do this plugin know the categories ?
1. this plugin become a text file with categories to filled into the wp blog
2. for the subcategories become a text file to filled into the wp blog
3. description for the categories is allways the same just the name of the categories in this description not
4. description for the subcategories is allways the same just the name of the subcategories in this description not

Your requirement is not clear. Need bit more explanation about this. Do you want to create custom taxonomy or want to add additional options for existing category?
