What can I do to have the elements on my homepage line up (e.g., the header & footer span beyond the background image), and how do I reduce the height of footer?

This doesn't sound like a WordPress question - more one about CSS and HTML.
CSS Grid and CSS Flex both give you options to easily align content.
Take a look at https://css-tricks.com/snippets/css/a-guide-to-flexbox/ and https://css-tricks.com/snippets/css/complete-guide-grid/ for some starter hints.
