WP CSS adjustments / debug / plug-in integrate WordPress

Hello there:

The WP site is using a custom theme, everything is in place but homepage is still in index.php which I would need it to convert to a wordpress " Page ".

There are few CSS adjustments that needs to be made, a little debug, and most important, 2 plug-ins that needs to be integrate.
