I have the following widget which displays recent posts, but I would like it to ONLY display posts
that have a bit of Custom Meta filled in, and I would also like to echo that data out in the widget next to the title of the post.
Everywhere else on the site I am calling the data with this:

Again, I only want to display the post if that data is filled in. And if the user puts that they'd like to display 5 recent reviews, I want the 5 most recent WITH that data filled in.

For the first part, try adding: 'meta_key' => 'stars'
to your WP Query, so it will look sth like:
