They are called "Single Page" or "One Page". Here is a collection for inspiration purpose:

As for creating them using Genesis I think it's possible, but as I'm not a Genesis user I can't confirm.

The one page portfolio themes are meant for people who dont care about the SEO.
We have to separate two things from here. responsive and one page.
Responsive is totally different from one page. Responsiveness wont affect the SEO but this will.

Generally, @zebra webdesigns is correct about the SEO issues. Most "Single page" themes/templates are horrible for SEO. It makes your site look like only one page, and it looks like that page is about everything on your site.
However, I have made two "single page scroller" child themes which still present to most readers as a single page, but maintain the SEO advantages of the multi-page sites. With a lot of care and work, you can use a combination of AJAX and some other tricks to present a multi-page site in a single page format on devices which have Javascript enabled (almost all devices these days).
