Making a site mobile friendly (just smaller) WordPress

Hi Guys

A potential client has come to me with a site on Wordpress that has been built with a bespoke theme that they want to "look better" on iPhone an iPad

I'm assuming making it responsive is out of the question as it would require a theme change (they have no budget)

Is there something we can do to just make it show a smaller version on the mobile devices?
