Looking for quote to alter theme index categories WordPress

I'm using a magazine-style theme, which has 'recent post' categories as lists on the home page. I'd like to customize the index page so that the layout is the same, but instead, use static links to categories and pages. Please contact me to get more info.

Task: I'm looking for someone to use a mock-up I provide & a set of instructions, and set up these links on the home page
