There are [[LINK href="http://wordpress.org/plugins/search.php?q=parallax"]]a number of plugins[[/LINK]] that can add this to any theme.

Just be careful, some "premium" themes don't get along that well with some plugins.

I've used the [[LINK href="http://wordpress.org/plugins/jlayer-parallax-slider-wp/"]]jLayer Parallax Slider[[/LINK]] and it seems to work well and offer a lot of configuration options.
