Help loading meta fields on admin page WordPress

I am trying to load meta fields in an admin sub page. I want to create two columns with meta fields. The fields will be stored to add meta data to the blog header and some other data. I found a nice meta field sample. Tried to use that to make my own sub admin page. I have had no luck. How can I load meta boxes to the left? Second, can someone tell me how to add the jQuery to make them draggable and to have them work with the toggle function?

PS Learning all this by doing at the moment so yeah, there can be silly mistakes.
