I have two problems.
1. My feedburner widget doesn’t take people’s subscriptions for my blog: http://www.sowhatireallymeant.com/. I get a box that says the following: "The feed does not have subscriptions by email enabled."
I’ve googled the problem, which a lot of people have, and it seems I have to paste some code into my webpage. I found the code from feedburner (shown at the bottom), but I would like to know where to paste it, and I bet I need to edit the feedburner widget through the Appearance Widget page that isn’t functioning.
2. Second, related problem is that my wordpress Appearance Widget page is missing the right half of the page, so I can’t edit, move, or remove any widgets. I even updated to wp 3.2.1 yesterday in hopes that that would solve it.

1. Feedburner:
On your Feedburner control panel you need to enable email subscriptions for this to work. This option is disabled by default for each feed you create on Feedburner. Without it you can't use it in the widget.
2. Widgets:
Most likely some plugin has broken the widgets page. Try to disable all plugins and re-enable them until you find the one causing problems. Also theme can do that.

so yes you did the right thing on feedburner, if nothing is showing up perhaps you are confusing accounts this time
about the broken page, if it is on the dashboard is definitely an admin plugin you have installed unless you have damaged the core files
