Fatal Error WordPress

One of my clients has messed her Wordpress site up, from what I can gather she stopped the upgrade process before it had finished while upgrading to WP 3.0

I thought i would be able to fix it with a manual upgrade via ftp but i'm still getting the same error

Thus:

Fatal error: Call to a member function add_rewrite_tag() on a non-object in /home/content/s/i/l/sileobroin/html/blog/wp-includes/taxonomy.php on line 289

Could I ask one of you experts to explain to me what may of happened and what my best cause of action is to get it back up and running is

Deactivate your plugins to see if this resolves the problem.
If this works, re-activate the plugins one by one until you find the problematic plugin(s)

Sometimes upgrade problems lead to missing or incomplete files that in the end miss some functions. Function you are missing is in rewrite.php file in wp-includes. Easiest is to copy this file again (and overwrite exiting if it's maybe cut). But, maybe more files are missing, so delete wp-admin and wp-includes folders and copy them over FTP again.
